    • This approach ensures that initiatives genuinely benefit Black people and contribute to sustainable economic empowerment

    • When developing or evaluating a B-BBEE strategy, organizations should focus on the real economic benefits and impacts of their initiatives rather than just meeting formal requirements.

    • This means avoiding once-off initiatives that only aim to score points on the B-BBEE scorecard without delivering tangible benefits

 

In essence, the “substance over legal form” principle ensures that B-BBEE initiatives are genuine and impactful, promoting real economic empowerment rather than just fulfilling formal requirements.
